It's really frustrating that I keep missing easy questions on the Math ACT. During the SAT prep I was instructed to slow down and that helped a lot but with the ACT, it doesn't matter whether I go slowly, my accuracy is pretty much the same. I'm short on time even when I go as quickly as I can and even if I get the beginning questions right by going slowly, I still get a similar score because I don't do the later questions. It's been a solid 29 for the last few tests. I've taken 6 tests and it simply hasn't gotten any better. I understand that practice helps but this is getting more frustrating and discouraging every time I sit down to practice. I'm pretty desperate for some good advice.

Practice. Practice. Practice.
Practice doing questions. Practice the timing (1 min/question).
Buy the Real ACT Prep Book and go through all of the math practice tests. I think there were like 6 or so. I did a lot of practice and ended with a 36 in Math.
