Math: course flexibility?

Can any Cal math people speak to either of these items?

1) I've HEARD that pre-req's for Cal math courses are much more like guidelines than actual strict requirements. True? False?

2) Also, how flexible is the department with regard to first-year, second-year undergrads taking on grad work? I'm a rising high school senior, and I've done/am doing graduate work at my local university, so if I were to end up at Cal, could I hypothetically fast-track to upper-division/grad stuff?

Almost any course at Cal are guidelines instead of actual strict requirements.

You can sign up for upper-division or grad-level courses any time you want. Those classes are never really filled up so you don’t even have to worry about getting waitlisted and all that unnecessary stress.
