<p>It would be C (40). Since its a right triangle, the measure of one angle is 90 degrees. The other two angles must also equal 90. Since they are in a ratio of 4:5, one is 40 while the other is 50. 40 is the smallest angle. If you want to do the algebra for it, it becomes:</p>

9x = 90
x = 10
4x:5x
