<p>It’s really confusing what your exponents are. Use 3^x if you want to say " 3 to the power of x".</p>

<p>It’s C because 3^x=y, so 9y=(9)(3^x). 9 can be rewritten as 3^2, and since the product of two powers with the same base is the sum of the exponents, 3^2(3^x)=3^(2+x).</p>
