<p>I got 17 with a=2 and b=3</p>
<p>It was (x+a)(7x+b)=7x^2+cx+6, so expanding we get 7x^2+7ax+bx+ab
Equating the constant term I got a=2 and b=3, (It probably would work with a=3, b=2 and a,b=1,6) and so 7a+b was 17</p>
