Has he looked at Mass Art? He has to have a 3.0 for any of the UMass schools but my nephew went there for film (graduated 2007)and did very well. Won a prestigious award with quite a bit of money attached to it for his senior project (Princess Grace Foundation) and now works in media production at WGBH. From everything I heard it's a great opportunity at a great price.

When my D was interested in pursuing design, my cousin told me about Montserrat College in Beverly, Ma. Don't know a lot about school, but it has smaller classes, small sized student body. I think the tuition is decent and it may or may not have what you are looking for, but it is worth a look.
Welcome to Montserrat College of Art, Beverly, Massachusetts

fendrock,
Our school is large public school in North CA, but it's very competitive school with a rank in the first 100 in the US, where SAT 2000 is considered too low and taking 5 AP classes in the senior year is a must. A little bit crazy, I know :-)
One girl who got a full scholarship I knew well; she was making a lot of movies about the school events; others I didn't know, but HS counselor showed my D. their ( who was accepted to the Dodge school) statistics, and it was not stellar, at least for my D. who is an average student it was a safe choice.
I think video essay is very important as well as other recognitions and awards in movie area.

It sounds like he's interested in the production side. If a good program in a big city in the midwest might interest him, there are several excellent options at non-selective universities:

Columbia College -- Chicago Columbia College Chicago : Film & Video

University of Wisconsin - Milwaukee Peck School of the Arts ++ Film
