<p>You should be able to get scholarships and they’ll send you an e-mail when your fin aid award is ready. We got ours today; my daughter got the dean’s scholarship for engineering!</p>

Do you mean the California Dream Act? If so, it is currently in effect, but it applies to California residents who have attended and graduated from California high schools - your posts indicate that you live in Washington. The California Dream Act would not apply to a Washington State resident.</p>
<p>In any case, the Dream Act allows in-state tuition for undocumented California resident students at California’s public universities - the UCs and CSUs. USC is a private university that does not have in-state or out-of-state tuition - the tuition in the same for everyone. The other provision of the Dream Act is to allow grants including UC grants, CSU grants and Cal Grant. The Cal Grant deadlines have passed and Cal Grant is only available to California high school graduates, so again they would not be available to you.</p>
<p>We got a financial status/award change email and it was just concerning a Stafford Loan. Is there still a chance for merit or does receiving this email mean this the final offer?</p>
