I’m an OOS student wondering if I should apply or not. The cost of attendance is 50k, and I’m not sure if UW madison gives good merit aid. The only realistic chance I’d go is if the COA goes down to 25k from scholarships. Should I just not apply?

Ditto. Your only likely chances for scholarships are from outside sources. Hard to find four years of $25K money. If money is tight you need to be selective in where you spend your application dollars. Many top students go to their state flagship schools because of finances.
