I am a rising senior with a 4.37 Cumulative GPA; (4.0 un-weighted), a 34 ACT score.
Will have 12 AP courses all 4/5’s scoring at end of HS. And 4 years of Chinese (Mandarin).
Taken the most rigorous workload.
Also play clarinet in the Top school band (wind ensemble); world certified 1st Dan black belt Tae Kwon Do, and spend many volunteer hours teaching the youths.
Also an officer in the National Honors Society, Mu Alhpa Theta, Beta Club and Writing Club throughout my HS career.
Do I have a chance at a merit scholarship at Univ. Michigan- Ann Arbor, as I know I won’t qualify for need based.

I don’t have a definitive answer. However, my son was not offered any merit $s. (Fwiw, we knew we would not meet any need-based criteria at ANY school.) Also, we are OOS (IL) so that may have something to do with it.
He was accepted EA in CoE. His stats: 35 ACT, 4.0 UW/4.6W, NMF, NHS, 2 sport athlete for all 4 yrs, on an engineering academic team last 2 yrs, lots of service hours and on an exec board for a service organization. Graduated w 10 APs with all 5s. (CS, Calc BC, APUSH, Gov, Chem, Physics 2, Macro/Micro, Stats, Lang)
Regardless, I believe you should definitely apply early. In my opinion, your residency and your choice of major may be contributing factors in merit $ offers. Good luck!

Considering 21% of enrolled freshmen last year has GPA 4.0 in HS and ACT 34 being the 75th percentile this year. You are not likely to receive merit scholarships.

@ToniLeaB2016 For LSA from OOS, it is again not likely to receive merit aid with your stat.
@88jm19 Gender would make a difference too. My D with similar credential as your S but from in state received merit aid at CoE last year. I know a boy with similar credential from in state did not receive merit aid the year before.
