My niece who is instate got a full tuition scholarship to Ohio University for next year with a 33 ACT. You might want to check that out. My daughter just graduated from Youngstown State - in state tuition and room and board is very reasonable and they have good merit aid as well. I know parts of PA get close to instate tuition at YSU so that might be another option.
