<p>No you don't have to be admitted before you submit a scholarship app..
You should aim for 1400+, but its still very possible that you don't get in.</p>
<p>No, you don't need to be accepted by that date--I don't even think you need to have completed your application.</p>
<p>Be reminded that UT only accepts around 1/6 of OOS applicants and the University is 95 percent Texan, 3% international--many of whom are Mexican nationals who have resided in Texas for much of their life, and 2% OOS.</p>
<p>I also believe, but am not certain, that many scholarships are reserved for Texans.</p>
<p>Hell, give it a shot though. What's the worst that could happen?</p>
