Are the schools really strict about the minimum GPA when they accept the transfer students?
For example, if Georgia Tech's minimum GPA of transfer students is 3.0, does that a student with 2.9 or something shouldn't even bother transferring?

GPA matters a lot. That being said, if your GPA is under the suggested GPA you shouldn’t worry unless it’s drastically under. The suggested GPA is essentially an average of the high, middle, and low GPAs that were accepted to the school. Just make up for the lower GPA with good test scores and good extra-curriculars.

Hope I helped.
