<p>The University of Southern California does not seem to have a minimum cut-off. Instead, all students with a TOEFL score below 100 points take a language placement exam once they arrive on campus. Students may be deemed fluent enough to participate in regular school work; they may be placed in a semester-long ESL program; or they may be asked to take a number of ESL classes in specific target areas along with their regular coursework.
