If a college has a higher percentage of minority's than does that mean they're more likely to accept said minority? Or is it better when they have a lower percentage?

Look at the common data set for the school, section C7, and see what it says about racial/ethnic status.

You should exercise your analytical skills a bit more. Perhaps a school is more successful attracting applicants from that ethnicity. Perhaps the school is located near a larger population of that ethnicity.

If fewer in number, perhaps the school doesn’t devote as many resources to pursue that sub group. Perhaps the school has a reputation for being not welcome to that sub group.

Many reasons can lie in the general population size of any particular subgroup.

There are plenty of reasons other than admissions policies why the racial and ethnic composition at the University of New Hampshire differs from that at the University of Hawaii.
