You need to contact California schools to see if you meet residency requirement for next year … it is possible you do because your parents were CA residents in previous year (?) and you went to high school there.
You need to contact Georgia schools to see if (or more likely when) you would meet GA residency requirements.
I don’t think you can figure it out from reading a website, and I am not sure exactly how your brother will fare either.
For both states, it is likely you can attend community college without huge OOS costs and maybe transfer at some point, but you would have to follow a very strict path (and your parent would have to follow a very strict path to establish residency somewhere).
Lots of people start at community college and many states make this a good path to a 4 year school (and costs if you can live with parents or your brother will be much lower).
There are also other state schools with reasonable OOS tuitions, see other threads … South Dakota, etc.
