Is minnesota considered to pay full out of state tuition or do they have a break becuase they border? Is it the same as a wisconsin resident, a little more, or full OOS tuition?

Minnesota has reciprocity with Wisconsin meaning that MN students pay close to in state tuition, I believe it's somewhere around 1,500 more. With this deal between the states, many students at UW are MN residents.

The Minnesota state legislature sets the tuition costs for MN residents at WI schools, likewise WI's for Wisconsin residents attending MN schools. In the past this has led to some grumbling in MN because U of M students from WI paid less tuition than the instate students there; each state ties its reciprocity tuition to its instate rates for its own schools. Also, in midsummer MN residents may still be waiting to find out their tuition cost at UW even though UW has its rates set- all dependent on when the respective state legislatures finally make that decision.
