Music question

I'm looking to double major in political science and music, but I've heard some bad things about music at Berkeley from my school's music teacher. Juilliard is interested in me, but they don't have the political science.

The Berkeley music program has received a ton of bad reviews. Do they really punish students with strong voices in the music program? The reviews seem to rave about some extra program by Mark Summer and really rip apart the music major.

Here's one of the reviews: The Decline of Berkeley's Music Department : Indybay

I’m a music minor and I take slightly different classes from the music majors, but I have no idea why Berkeley would be bashed. All the music classes I took so far were excellent and instructors were phenomenal. I know Berkeley doesn’t have the best performance ensemble program, but it’s challenging enough for those who are in it. Plus it has one of the best ethnomusicology programs.
