I think your score is low for UIUC.

Don’t know about UIC or others you listed.

Consider SIU-Edwarsville or SIU-Carbondale. I think the ACT cutoff is 18 at those schools, and the avg, is 22.

Also consider Iowa State.

Hovering around the 25th percentile doesn’t portend well for you. How is your GPA? In reality, it’s unlikely for IIT given that their 25th % is ACT 25 composite. Possible – but unlikely

Your GPA may help you at UIUC but it would be better if you could bring up the ACT score. Can you take it again?
UIUC’s STEM programs are very competitive.

Are you in-state for IL?

Right now, you qualify for a Dean’s scholarship at SIU-Carbondale (you may qualify for one at SIUE too… check out their websites and search for Freshman Scholarships.)
If you bring up your ACT score, you will qualify for even more merit money.
(My husband earned his EE degree at SIU-E and he’s done well in his career and life, :). )

Look at Iowa State’s website for scholarship opportunities as well. You’d very likely be accepted there, too, given your GPA, and their OOS tuition is very reasonable.

As for IIT and Drexel, if the 25th percentile is similar to yours, your chances of acceptance are lower - but your GPA could only help your chances.

However, you might also consider whether you want to be at a more expensive school where you will come in at the bottom of the class - in a major known to be difficult.

the problem with me is on the english and reading only because english is not my 1st language.
my cv is good, good recommendations, an international award, and i am fully funded by an organization so i do not care about money that much.

and i had done 4 capstone projects. i have 4 recommendation letters one of then from a fab academy instructor, also an international award and extra-curriculum activities. Do i have a chance to be enrolled to IIT?

IIT’s 25th percentile for 2014/15 is ACT 25.

Again, your GPA may work in your favor, but it may not be a given for admission…

Besides UIC, try to find another school to apply to that is a “safety”, i.e., which will you are very sure you’ll be admitted.

Illinois Institute of technology, UIC and Drexel seem realistic, but reaches.

Will you be able to afford Drexel? They are obscenely expensive if you aren’t offered financial assistance. They are quite generous with merit aid, but I’m afraid that your test scores might exclude you from that. I think your chances for academic admission are fair, given your strong GPA and respectable Math score.
