Asking for chances is... beyond stupid (I'm sorry, there's no other way to say it). It would be more proper to ask us, "How can I improve my chances?" or "What should I stress in my essays?"
Some UofC kids have gained acceptance with your stats and others have not. The main difference between the two is that the former have something special to offer the university. I'm afraid that with your "plain" ECs you are in the latter category. Now, go out and do something that you enjoy and will show that you are an individual.

no,pretty much all schools (with the exception of large public institutions) don't have a specific cut-off score. Obviously, your chances of being admited are going to diminish significantly as statistics decrease- someone with a 36 act and 4.0 gpa will statisticly have a much better shot then a 25 act 3.4 gpa. However, the admissions officers read every application and if there's something especially intriguing about you or if your circumstances explain slightly lower statistics, then you still have a shot. There's no way to plug in numbers and come out with an accurate prediction of whether you will or won't get in.

If one has a good GPA and has taken the most challenging courses the school offers, and has good test scores, the app will go into a fast track pile, lackluster essays can, however, scuttle the application. If either the GPA or test scores are not the best, it goes into another pile, the good essays can then buoy the application. (I don't know where the nautical referents are coming from...). Either way, the essays are extremely important at Chicago.

I think that your chances are very high. Test scores- great. Class rank- OK, since you just make it into the top 10 percent. ECs- Chicago stresses them less than the Ivies, Notre Dame, Duke, Northwestern, etc. If you don't bomb the essays or have a bad recommendation or make a big mistake on the app, you will be in. The main thing is to make a case for yourself- why you want to go there and why you belong there. You don't want to look like someone with great scores, but no reason to go there.
