What are my chances of getting into UCSD, UCI, UCSB, UCD, UCR and UCSC?

What is your UC GPA? UC schools use UC GPA (sophomore + junior grades only) in their admissions decisions. UCs are very GPA focused, so having a high GPA makes an applicant more competitive.
Generally speaking, an ACT of 28 is an all right score. It’ll put you in the 50% rank/average, so if you could get it to a 31, which is the 75% rank score for the most of UC schools you wish to apply to, then your chances would be better.
Based only on your ACT score of 28, your chances are not as high, especially for schools like UCSD and UCSB. UCD and UCI are probably targets, although definitely not safeties. I can see UCR and UCSC as much more possible than all the other schools you mentioned.
Your ECAs are very diverse, but that can also be detrimental because the admissions officers may not see what you are truly passionate about.
