My chances at UTD acceptance?HELP!!

My parents think I have no chance getting into college rather than small community colleges. I don't want to go to community college, I want to go to big college. I have a GPA of 3.45, i took my first ACT in april, got a 21 which is really bad for me.. Im taking it in this sat (june 8th) hoping to get 26-28... i don't know but i know for sure it will be higher than 21, but might be lower than 26. Pretend i got 24 instead will i have a chance to get into UT Dallas. These are mine:
