U of Michigan
Penn State University
U of Notre Dame
Boston College
U of Texas
U of Illinois
CSULB

I go to a all girls catholic private school.
It's an academically super competitve school, and about 80% or my classmates are competitive.
My school does not offer as many AP courses because it's a small school.
Religion class in mandatory so it prevents us from taking a different course.
I believe they have connections with U of ND, Boston College, Loyola Marymount etc

I have a 3.8 unweighted GPA, 4.06 weighted GPA (if I do the A-G requirement)
2000 SAT
28 ACT (retaking it in september, taking classes over the summer so hopefully I get at least 31 or 32?)
SAT IIs: Math II - 760, Bio-E - 610 (retaking october), Korean - 800

EC:
-Student Council (9th, 11th and 12th couldn't do 10th b/c I trasnferred to a different school)
-Volunteer at a hospital
-TA for Korean School
-VP (first year) President (second year) of Youth Council (church)
-Agape Youth Group Leader
-CSF (3 years if I include the upcoming senior year)
-NHS
-Advisory Committee at my city's teen center
-Volunteer Group at my city's teen center
-Piano (12 years)

Awards:
President's award (100+ hours of community service)

Other:
-I want to major in business/marketing/accounting/finance.
I am aware that some UCs do not have business schools, and for those, I'm thinking of either applying undecided?
-I'm international (came here in 2002)
-I live in CA

If you’ve taken the hardest classes it’s possible for you to take, then you’re good for course rigor. Your GPA is okay, SAT possibly a bit low for the top tier UCs and other top tier colleges on your list. Retake Math II along with Bio-E. Your ECs don’t really seem to be anything special, as you don’t seem to have any ECs that express your interest in your major, or maybe I’m just not reading properly.

If you’re international, I’m pretty sure that getting into UCs would still be harder even though you live in California. Not entirely sure though.

By the way, do you mean business schools or business majors? I don’t research any UCs except for the ones I’m interested in, but if you’re talking about business school, that’s graduate study. Whether or not a college has a business school has nothing to do with anything.

If you’re talking about the major, go ahead and apply undecided, I guess. Maybe you can find something else you like. You would have to pick a major eventually though.

UCB: Reach. You would need an amazing personal statement to get in.

UCLA: Reach.

UCSB: Match.

UCSD: Low Match. It might depend on your Personal Statement.

UCI: Match.

UCD: Match.

USC: Reach.

U of Michigan: Low match.

Penn State University: Possible safety?

U of Notre Dame: Reach, but if your school has connections that help, it’d make getting in more probable.

Boston College: Reach-ish.

U of Texas: Match?

U of Illinois: Possible safety.

CSULB: Safety.

Disclaimer: I don’t exactly have the best chancing skills.

I can speak for Michigan and Illinois (I go to Michigan and my home state is Illinois). For both (and all schools in your list), I would try to get business extracurriculars to help your EC list.

For Michigan:

Since you are out of state, I would put you at a reach. You’re ACT is below the median for an out of state candidate, so I would try and bring that up. It’s kind of hard to judge for Michigan these days as ever since they changed to the common app this year, they’ve been waitlisting and rejecting people with 34 and 35 ACTs and high GPAs (though people with lesser scores definitely get in).

Also, business for Michigan starts sophomore year (apply after freshman year after being in the college of Literature Science & Arts, Engineering, Music, etc.), and if you want to apply to the preferred admit program for business (get in after high school) you’d be at a high reach as most of the people who get into that have the same stats as people in the Ivys (average 33 ACT, high GPA, great Extracurriculars).

If you raise your ACT up you should have a decent chance of getting into Michigan (still put it at a reach because I’m not sure what’s going to happen with admissions for Michigan right now with the switch to common app), though by no means guaranteed. And the pre-admit program for business is just a reach for most everyone as it’s a toss up.

For Illinois:

For business I would put you at a match for Illinois, especially if you can raise your ACT up another point or two.

You are out of state for Illinois as well, so it may be a bit harder for you than in-staters, but it’s definitely doable.

Unless your parents are in a position to write four checks for $45,000 or so (or able and willing to take on a mountain of debt), cross UIUC off your list. Your stats are nowhere near high enough for merit aid, and they offer essentially no need-based aid for OOS students.

Penn State is a low reatch or high match, NOT a safety. People with SATs around the OP’s are routinely waitlisted.
