Ok. If I reach my desired goals this year and next year, junior and senior, respectively, where should I apply and what are my chances at these schools?

My desired schools are:
UW Madison
UM Minneapolis
Marquette University
NYU
Columbia (I know I will never get in but I'll apply for the fun of it)
U Chicago (" ")
U Michigan Ann Arbor
U Ohio
U Indiana

I plan on majoring in Biology and applying early.

Oh sorry. It's Boys And Girls Club and my current cum. GPA is 3.43 and I'm in the 24 percentile out of a total of 500 students.

bump. bump. buuummmppp.

Not bad GPA...have you taken any SAT/ACT?
NYU and Columbia will be a reach but maybe you can stun them with good test scores and letters of recommendation. Just make sure all those things you "will do" senior year actually get done. Fairly good chances at Ohio, Indiana and Michigan.
