I've completed one year of community college and I want to transfer to MSU with a major in International Relations. But I did very poor in high school. I think I had a GPA of like 1.5 but my GPA now is a 3.5. I don't remember my ACT score but I plan on taking it again. I was in a Criminal Justice program in which I got excellent grades and I was in Youth in Government, Police and Fire explorers and I currently volunteer for Vietnam Veterans of America. I also hope to get into James Madison college. When would be the best time to apply and what are my chances?

Well looks like your chances may be well. Depends on the college your attending, but your high school grades are very poor and minimum GPA for admission is 2.0 or something like that. Your high school GPA is far below, so that may stop your admission.
Best time to apply is not to late, but not too early either.
Late? Like 2 months before you attend the school.
Early? Like 2 years before you attend the school.

If your GPA is below a 2.0 at the school you are transferring from they will not accept, the only information I can find about high school GPA is for incoming freshmen.
