Volunteered For over 100 Hours at ICU at hospital
Cross Country And Track All years planning on doing all 4 years
Inside of 4 Clubs and leadership position in 1
I live in California so In state for all of these Schools
If I Pull off an amazing essay and amazing app could I get into these schools considering its 2017

I think so, 31 is above average for most of these.
Intended major? UC’s are very GPA focused so below a 4.0 UC GPA will make the UC’s a tough admit. As stated above, your ACT is within range so much will depend upon your intended major, essays and EC’s. UC’s and Cal States do not consider race/ethnicity in their admissions.

I think you should have added UCSC and UCR as Match schools to your list along with a few more Cal States. You might want add Loyola Marymount, University of San Francisco, University of San Diego, University of Redlands but run the Net Price calculators for financial aid estimates.
