I've seen a lot of individuals in your situation and, believe me, you have one of the strongest profiles for an African American IN THE COUNTRY - take that for what its worth. W/ that being said:
Cornell: Slight reach
UCLA: match
All others are safe-match/ match for the most part

It drives me crazy when people assume that there aren't say 800 perfectly qualified african americans in the US to fill up those spots (approx. 7%) at Ivies.

You've got great stats. But you're from Maryland. You've got TONS of amazing private AND public schools around you. There are going to be plenty of high achieving if not higher achieving blacks in those pools. You're not just going to walk into an Ivy because you scored well and you're black. That's not enough.

And I've saw black kids this year with higher numbers and more awards from more prestigious schools get rejected by UCLA. Do not expect to walk in.

UNC-chapel hill MATCH
UVA MATCH
Miami SAFETY
Penn state SAFETY
Cornell LOW REACH/HIGH MATCH --> improve GPA for high match status
UCLA REACH OOS
UCSD LOW REACH OOS
