my spring grades...

My overall GPA went from 3.4 to 3.0

3Bs and 2Cs in spring

will I get rescinded by UCLA

I guess it depends on your major and what your provisional acceptance contract states. Regardless, because you lose just as many grade points with 2 B's as with 1 C (depending on units), and since UCLA requires you to report 3 C's or more, you should inform them ASAP.

Check your acceptance contract it should have there a minimum GPA that you MUST maintain. It does allow you to get Cs as long as it does not make your GPA below the minimum GPA to keep your acceptance. I suggest you check your contract again.

Well unless you are in a super competitive major, UCLA did not give exact GPA's to maintain. Mine just said to maintain my GPA and report poor grades (3 or more C's, and any D's or F's). I'm not really sure what they consider "maintaining the GPA," but I'm going to assume that dropping .4 grade points for your overall GPA is not good.
