Do you think it will be an issue if my counselor wrote my cumulative GPA as 96 and not as 4.00?

That shouldn’t make any difference for NHRP. I think the GPA cutoff is 3.5, so that’s an 87.5 on the 100 point scale. With 4.0 or 96 you should have no problem as long as your PSAT is in the proper range.
