<p>International speaking: one possible reason I can see for them doing this is, they don’t know who among the CAS students are NMFs, but they do know who they plan to accept, so the letter is going out to all accepted CAS students. Sounds plausible to me. I don’t know why they don’t just say “this means you’re in”, though.</p>

<p>according to the woman at the admissions office: “this email went to applicants whom we have reason to believe may be National Merit Finalists, and we would like to confirm this information as we finalize our admissions decisions and scholars designations.”</p>
<p>however, no email does not mean that your are rejected, you are probably just not getting a scholarship</p>
