National Merit Scholarship

I just recently moved from the US to Canada. I researched online to see if I could still apply (and potentially acquire) the National Merit Scholarship, and got mixed results. Does anyone know if Canadians- or international applicants for that matter- are eligible for obtaining the Scholarship through the writing of the PSAT? Or is it only for US citizens residing in the US? Thank you!

You must “be a citizen of the United States; or be a U.S. lawful permanent resident (or have applied for permanent residence, the application for which has not been denied) and intend to become a U.S. citizen at the earliest opportunity allowed by law.”
