The National Merit Semifinalist Cutoffs Class of 2023 were announced for some states. Let’s update the list once new information is made available.

Isn’t the link slightly different? It is saying the score for a CERTAIN state can be NO HIGHER than X, rather than saying X is the cut-off score. In a few cases, it looks like there are indeed absolute cut-offs.
Am I reading the link incorrectly?

What’s what is meant by <=. That’s because in most cases someone has reported a score that did qualify but no one has yet reported a lower score that did not qualify. In a few cases they have which is when they use simply =.
