in the pics of cadets, half are wearing it, half arent. confused.

Half of them are lazy. You're supposed to wear all your ribbons and devices on the formal uniforms, but it's optional on the class uniform.

when are non prior service cadets allowed to wear it? are rotc cadets allowed to wear it?

Non prior service cadets get it after being sworn in as cadets. USMA cadets are specifically allowed to wear it, I don't think ROTC cadets can. Anyone else know? http://www.gruntsmilitary.com/natdef.shtml

ROTC cadets don't wear it. The academies are kinda weird in a few respects. It's like youre an 'active duty midshipman/cadet.'

As ROTC students, we don't get to wear the NDSM, nor are we subject to the UCMJ...but the service academy students are. There are a few other differences, but I don't recall right now.

We have full commissary and PX privileges...do you guys get health care?

We too get full commissary and PX privileges, and yes, we have health care.
