need based aid very important

I would like to know what is out there for a student that needs aid, wants a school with a good academic reputation, and has a strong sports culture.
The student has a 3.6 gpa, sat scores around 670 on each of the five tests, and has taken a strong academic program but not the strongest. He probably ranks in the top 25-30% of his class. Twenty thousand a year in total costs is pushing it.
Which schools are out there that give good aid for these type of students?
Looking for matches and safeties....no reaches.

Colgate has very good need based aid and is a fairly sporty school
Bucknell is also in his range and meets 100% of need
There are many schools that meet 100% of need but what does he want? LAC or Univ?
We don't pay $20,000 every year, all we pay is EFC. It sounds like you want a school that meets EFC, these schools often have limited merit aid but do have good need based aid.

He probably wants a little bigger than Colgate and Bucknell. However, I will pass those ideas along. He may change his mind.
