According to Wikipedia there are only seven: [Need-blind admission - Wikipedia, the free encyclopedia](Need-blind admission - Wikipedia)

It’s supported by this site: [Schools Awarding International Financial Aid](Schools Awarding International Financial Aid)

I would look at some of the US colleges along the border. They may not give additional financial aid to Canadians, but I believe I’ve heard that some may discount tuition for them. (Unfortunately, I’ve never heard of anyone doing this along the Mexican border.) I found one that does-- University of Maine Fort Kent.

This college (Canisius in Buffalo NY) has scholarships for Canadians:
http://www.canisius.edu/admissions/finaid_intlscholar.asp

It looks like D’Youville in Buffalo NY has a 20% tuition discount
http://www.dyc.edu/admissions/undergraduate/canadian_connection.asp

If you’re from Manitoba or Saskatchewan, it looks like the University of North Dakota (so look at all the state options in North Dakota) has discounts:
<a href=“UND | Grand Forks, ND | University of North Dakota”>UND | Grand Forks, ND | University of North Dakota;

Minot State has a “Provincial Award” even for those not from Manitoba or Saskatchewan (so maybe some other North Dakota state options have discounts for them also)
<a href=“Minot State University”>Minot State University;

Columbia College in Missouri has a $3K grant for Canadians:
http://www.ccis.edu/offices/FinancialAid/scholarshipfinder/AllScholarships.asp

Anyway, keep looking!

Candadians aren’t considered internationals at a lot of colleges. Google is your friend. Pick a college of interest and google admissions + Canadian

For example, U Rochester differentiates between most internationals and those from Canada and Mexico:

http://www.enrollment.rochester.edu/admissions/international/paying.shtm

I don’t know if they are all need blind, but many colleges have different aid applications for Canadians snd sometimtes Mexicans than for other internationals. See e.g., Union College.

St. Lawrence U (private LAC in upstate NY, near the border) prides itself on offering Canadian studies as well as generous FA to Canadian students.
