<p>For example, U Rochester differentiates between most internationals and those from Canada and Mexico:</p>

<p>I don’t know if they are all need blind, but many colleges have different aid applications for Canadians snd sometimtes Mexicans than for other internationals. See e.g., Union College. </p>
