Need-Blind Schools Question

So, schools that are need-blind have a seperate financial aid and admissions offices. Whether or not someone applies for financial aid has no factor in admission.

Does the financial aid office ONLY create packages for those students who have been admitted?
It seems silly to waste time making a package for someone only to get rejected...

Sorry this may be an obvious question...

While it may have no factor in admissions, the fin aid office has to prepare packages for everyone to ensure they have enough $$ to accomodate all who may or may not need it.

It has been discussed before on the Emory thread; in past years everyone got financial aid reminder calls prior to RD.
