Furthermore I need to pare my list down to a maximum of 12 colleges. Any help would be appreciated.
Many public schools, for which you will not be “in-state,” will cost $40k-$50k per year with NO financial aid. Take Berkeley, Penn State, and any other publics off your list for this reason. (You can check the net price calculators for each school – Google them – to verify; I just did Penn State’s for an intl freshman in compsci, and it spit back $46k per year.)
You won’t get financial aid from Canadian universities, so you can take those off your list. Financial aid from state schools is also rare. Have you run the net price calculators (NPCs) on these schools?

Take off…
Penn State
NYU
U Florida
actually…take off ALL of the publics that you have listed.
Why would you create THAT list when your family can only pay $5k??? $5k will only cover your transportation and insurance. You would need a TOTAL full ride covering all of COA!
You can only take out a loan for $5500 as a Freshman. Anything beyond that would be a Parent Plus Loan your parents have to sign and are responsible. Run the Net Price Calculators for each school of interest to see how much you will be eligible for in FA and/or Merit.
Sorry, forgot the applicant was an International and no they cannot take out federal loans. My mistake. I should know better than to answer posts before my coffee in the morning.
There are no 90% scholarships at Waterloo. Here’s a list of the scholarships available at Waterloo: https://uwaterloo.ca/find-out-more/financing/scholarships There are a few for $10000 for international students. That is only for first year.
The total expenses just for tuition, books, residence and food for computer science is approximately $36000/year. Here’s the Waterloo budget calculator. Its numbers should be similar for other Ontario universities. https://uwaterloo.ca/find-out-more/financing/interactive-budget The total cost of a 4 year program at Waterloo is $144000.
i intend to take loans from my home country which is MUCH MUCH more lenient with loans and my parents earn well enough there to get a good rate of interest
umm if i start juicing them and make them spend more than 50% of their income, $19000 but that is a stretch as they do have a few loans. They do own some property though so i could get them to sell it
