Hi, I'm a junior looking at colleges. It's kind of confusing, so I need guidance from everyone here. What colleges would fit me with these stats and interests:
GPA: 3.95 Weighted (school doesn't do UW)
ACT: Projected 29
ECs:Varsity Football 3 years, Basketball 1 year, Spanish Tutor 1 year, International Relations Club 1 year, Tech Club 1 year, National Honor Society
Service: 100 hours volunteered
Weather: From Illinois so I can handle the cold, but I prefer warm
Atmosphere: I want some school spirit!
Size: As long as it isn't 4000 and less I'm fine with it.
Major: I want to major in biology
Cost: Less than $25,000 or it can be higher if generous with aid or scholarships

Michigan State University
University of Michigan- Ann Arbor
Pennslyvania State University- University Park
University of Minnesota- Twin Cities
University of Wisconsin- Madison
University of Illinios- Champaign
Cornell University (maybe)

2,000 colleges and universities in the country, and virtually all of them teach Biology - I think the readers of CC will need more specifics from you before they can recommend any particular schools.

Look to your in-state U's. It looks like they are right at your cost limit and you would be right in their admittance range.

How about location? Do you prefer rural or urban? Are there any colleges that have sparked your interest? Are you looking to play sports in college (DI? DIII?) ?
There are a few more questions to answer before you can get the best response.

Many of these schools fit with what you listed, and I with more information it may be the same or narrowed down.
A lot of times, most of the universities listed above fits all types of preference ( unless you prefer a small private school).

Come to Ohio, the land of ridiculously large and spirited colleges!

Some suggestions from the Buckeye State...

Ohio State (with honors if you get a 30)
Miami University (a "public Ivy")
Ohio University (the country's biggest party university- if that's your thing, honors tutorial college)
University of Cincinnati (very urban and modern, I guess there's honors that you could do)
University of Dayton ( great civillian military connections, well-respected, my personal favorite on the list, lots of out-of-staters,would make honors with a 30 ACT, top scholarship level with a 31)
Case Western- great if you wanted to do research

So, come check out Ohio.

Cornell and school spirit?

Not that sure on Cornell so I listed ( maybe ) next to it.

As far as location goes I want to go south or northeast from Illinois. I love football so it would be nice if their team was competitive. I am interested in studying neuroscience as a minor. I'm a very random person and my comedy is only accepted by the quirky. I do not want to go to school on a ranch. No rural colleges! Suburbs are fine. I'm interested in mainly large schools (anything 15,000+). I'm interested in playing table tennis and non tackle football in college for intramurals. I am a writer in my spare time, so I'd like to be around some of the artsy crowed. The more catergories a college falls inot the better. Thanks for your help, I appreciate it. BTW my state school (U of Illinois-Urbana Champaign) is not an option. My family has some sort of grudge against it.

OH kid, since when is miami of ohio a public ivy? it's a very good school, i agree, but i wouldn't hold it among the ranks of umich, berkely, unc, virginia, uiuc, etc.

any suggestions with the info I just added?

They were included in the original "Public Ivy" book back in the 80s. The book is now a quarter of a century old and really has no relevance. Even when it was published, its author was accused of including Miami and Vermont over far morel likely choices such as UCLA, Wisconsin and Illinois merely to spark some controversy and publicity to sell books.

With the information added, the list I gave above ( twice) still fits your preference.

UCLA, UVA, UC-Berkley, Vanderbilt, UMiami (FL), UFlorida, Georgia, I could probably go on but those are probably some good "reach" schools for you.
