If I were you, I’d apply to Rice, especially if financial considerations are important (very generous aid).
Purdue, Rutgers, and UMD could be considered safeties, all of which are good for computer science. Your stats are good, I think you will get into atleast 1 of the schools on your list.
Apply to Carnegie Mellon also

Those schools would not be safeties for the OP or any OOS student from a low income family. The OP would only be able to afford them if s/he earned the reach-level top merit scholarships (e.g. Bannecker Key at UMD).

Is there something you know that we residents, who have children at UC schools, missed? He’ll get in with his stats, but how will he pay?
edited to add: were your referring to his/her guidance counselor?
