Need help finding work as a paralegal

So not me, but my wife.
She got her BA in Philosophy at a local private LAC that also has a well known law school. She decided law school wasn't the best decision after graduating with student loans and instead completed an ABA accredited paralegal cert program at a local CC about 2 months ago. She's had an internship at the local county Public Defender's office for about the last 5 months (unpaid), but we've been looking extraneously for paralegal positions. 99.9% of the ones she started applying to (a month or so before she finished the program) still haven't even gotten back to her - no interview/inquiry, not even a rejection decision so we'd know to cross it off the "list".

She checks for new postings online daily of course and has even gone to our city's local downtown hub and passed out her resume to all the firm's offices she could find. She googles law firms in the area and looks to see if they have a website for job postings, and a whole lot of other real hard searching techniques with nothing yet. She recently had an interview for an immigration law firm (part-time position with possibility of full-time) on a Thursday. The lady who interviewed her said she'd let her know of a hiring decision by Friday evening, but emailed that Monday instead saying that she will make a decision later that day. That was a week ago and she still has not gotten back to her. She also recently applied to a job opening for an entry level paralegal in the Public Defender's Office - the exact place she's interning for and things may be looking grim for that too. She met all the minimum qualifications and would already have a leg up for the office since they've already done her background investigation and she already knows how to navigate the area and fellow employees/attorneys. The attorney she's interning with said she was going to speak to so-and-so about hiring my wife, but nothings really coming to fruition.

Is there any other methods she can use to really find good paralegal openings? A lot of the position descriptions we see are typically specialized and require anywhere from 2-5 years minimum in that specialized field. It's that ridiculous catch-22 where they are mostly requiring exp, but she can't get the exp unless she gets the position - not even an internship. We're at a bit of a loss, so if there's any pointers that can be brought to our attention, then we are more than willing to hear them. Thank you all for the advice.

I know this is the "Law School" forum, but I figured those snooping around this site would have a little more relation to this that in the "Employment" one.
