Need help on PS! and Due by Feb 1 means Feb 1's midnight or Jan 31's midnight?

I know this is not right, but I am still not ready for my personal statement from UW Madison. They due at Feb 1, so I wanna know the exact time I can submit my application online. Who knows??</p>

<p>Then... My GPA is 3.46now, damn. Last semester was 3.5 but I took a damn winter class then unfortunately it was a B, so went down a little bit. Does anyone know how many possibility for me to transfer to Madison??</p>
