Need help!!

Hi, I'm a senior in high school and I've been searching around for schools with a good department of physics but I can't seem to find any that fit me. I'm looking for a college in the Ohio area (any colleges in the bordering states works just fine) that's relatively small -- I want a small ratio of professors to students -- and isn't amazingly hard to get into. I have an ACT score of 26 and I just took the test again yesterday so I'm hoping it will be higher. My cumulative GPA is 2.7~2.8 (I slacked off my sophomore year and got a couple F's, minus that year it would be around 3.5).
I want a college that not just anyone could get into, but that is still attainable for me. Please, any help would be much appreciated!
