As an OOS, can you afford UW? It is a public school so OOS residents pay full tuition.
About half of admitted OOS residents do not pay full tuition.

For autumn 2015, scholarship amounts range from $3,000 to $7,500 per year ($12,000 to $30,000 over four years) and were awarded to about one half of U.S. freshmen who are not residents of Washington State.”
With your strong GPA and SAT, I suggest that you also apply to the Honors Program at the University of Washington.

If I apply to the honors college and do not get in, will I still be considered for the regular college ?
I looked at the financial aid listed by UWfromCa, and believe I will be able to afford it.
That’s great. Yes, admission to UW and admission to the Honors Program are two separate processes. After they have decided to admit you to UW, they would consider your application to the Honors Program.
