need serious help!

I need some explanation about my financial aid and am hoping someone can help.

I am attending a school that is run on quarters. I am taking 12 credits a quarter. I need 97 credits to graduate but will end up with 101 credits due to a placement class. The charge is $295.00 per credit. The tuition total will be $29795.00. This is not my total COA just actual tuition. I have been awarded a Pell Grant, State Grant and have a Sub and Unsubsidized loans. My EFC is an automatic zero.

When I started school in April (2005-2006 school year) I applied for a TERI alternative loan. This loan was going to be used to help offset school expenses and to help pay for more credits a quarter. I would like to take 16 credits a quarter. I applied and received a $10,000.00 loan to be disbursed in the amounts of $4800.00 May 3, July 3 and October 3, 2006. I received the entire first disbursement the end of May. The second disbursement was separated into several different checks after a ton of badgering. However, I have not received the full amount of $4800.00. When I inquired about this to my Financial Aid office at school I was told somebody made an error. They continued on to say I was not eligible for the loan amount of $10,000.00 and I would even need to pay in some money this next quarter.

I would like someone to please give me an explanation as to how my total COA, not just tuition, minus my aid still would not leave me with the numbers to qualify for this loan. I would also like to know how the school could just say an error has been made. This is a huge error. I don't have the extra money to pay for next quarter. If I did I would not have taken out the TERI loan. If you could please give me some clear idea of what is going on and how I should proceed I would really appreciate it.

I would also like to add, we have just finished the quarter and there are many students who have not received their excess funds checks and every person I have spoken with who has, it has been the incorrect amount and they had to beg and plead for it. Something is wrong here, don't you think?
