<p>^ Of course there are colleges that don’t offer it and I don’t know whether these specific colleges do… but most colleges that admit students with TOEFL scores in the 61-83 range offer ESL support. 
Otherwise these students would not understand the material and flunk out, depriving the college from cash and pushing their graduation rates down, whereas simple support can make the difference the first or second semester.</p>
