Need some help with ISFAA

Hi there
I've already posted this on the financial aid board but maybe people here know more about this sort of thing.
Now that I started to work on the ISFAA and International Certification of Finances I have some questions.

Section C Nr 20 of the ISFAA: Do you have some emergency funds once you arrived in the US? What's an emergency fund? I mean does it mean cash or money in an american bank account? Or just money that I can assess without any problems(e.g. credit card)?

I will be partially supported by my savings. My bank already assured me to write a bank statement. In addition to this signed letter do I need a signature of an bank official on the Certification of Finances?

And most importantly: I receive some funding from my country, that is not a scholarship, but more something like child support, which I am eligible for until I am 25. how do I verify this source of income? Attach an award letter? It would need to be translated and notarized, wouldn't it? If so, can I translate it myself and get it notarized?
Is it categorized as government funding?

I'm really lost with this, so I'd appreciate any kind of help.

Hi Silence,
I think I can help you with your 2nd and 3rd questions.
2) I've asked one of my friend @ cornell college and he said that the signed bank statement alone is enough.
3) You should attach the award letter with an notarized translation.

Thank you. That's what I thought, but better safe than sorry.
