Need someone to clarify this.

Students who graduate from high school and subsequently complete a minimum of 12 semester hours or 18 quarter hours during a regular term excluding summer school, at a regionally accredited college or university are considered transfer applicants. Students who complete fewer than 30 semester or 45 quarter hours are expected to submit high school records and SAT I and/or ACT scores for review.

What are semester hours or 18 Quarter hours?
Is that like 12 credits?

Different schools use different systems. Some use semesters, where there are 2 terms, and some use quarters where there are 4 terms. Why there is a higher cap for quarterly systems I have no idea.
