<p>They could be fast-tracked, given Yale's massive increase in endowment spending next year. One sign of that: Yale is about to lease an inordinately large amount of additional space in the local office market (the downtown area near campus), potentially freeing up space for new programs, and therefore, by shuffling administrative workers around, more space for faculty. </p>
<p>Obviously, they are also currently building about 16 new buildings that will house additional faculty, including a political science monolith, a massive new biology center on Science Hill designed by Cesar Pelli, and an absolutely enormous, gleaming new business campus designed by Norman Foster; those plan to open in 2009, 2010-2011, and 2012, respectively. </p>
<p>I would say that if the two new colleges were fast-tracked, they could hire a designer this year, complete the designs by summer 2009, and after accounting for site work and such have the colleges open for the fall of 2011. If I had to place a bet, I would say fall of 2013, though.</p>
