<p>A “when” clause could be used in this sentence (to describe something that happened during the 1980’s), but in that case, the “when” clause would still need to be followed by a “that” clause, stating the outcome that did not happen until the 1980’s.</p>
<p>I think the IB English teacher is right. The phrase “when musicians began to reach an international audience” would modify “the 1980’s.” If you replace “the 1980’s” with “later” you will all see that “that” is correct.</p>

<p>LOL. My opinion is indeed nothing else than an opinion. For the record, I do believe in the value of discussing questions. However, there are limitations in discussing UNRELEASED questions. For starters, you need to rely on the collective ability to reproduce the question correctly. And that is a tall order. </p>
<p>My suggestion to relax and wait is not only based on the imprecise question, but also because NONE of the suggested answers can provide a definitive answer. </p>

<p>It’s “that,” unequivocally, unless the question as transcribed from memory above is in error. “It was not until [A] that **” is a common structure.</p>

<p>Just a food for thought. Go go Google scholar and search “it was not until”. You’ll find that every single citation uses the it was not until x that format. Search “it was not until * when” and you’ll find that in every single instance the “when” is only used as a modifier followed w/ a that to complete the idiom.</p>
