This is what I would say are some of the best. All based on my visits to these schools and people who I know from these schools. Feel free to add.

NJ-
Rutgers:Has decent house parties and an ok part scene. Not very big drinkers.

Princeton:Mixed reviews. I think its a "you can find a party if you look hard enough" feel.

NY-
Fordham: Heavy drinkers who hit the bars. Drink 5, 6 days a week.

NYU:Can party if you want. Good parties from what I have seen. Though parties do mix drugs with alcohol.

Manhattan: Boose hounds. Drink mostly in their rooms.

Cornell:Has a strong mix of nerds within the school but pretty decent parties. Lots of liquor. "Work hard party harder" idea.

PA-
Lehigh: Nationally known rep. Students go there knowing they can drink like a fish. Great Academics, even better parties.

Penn State: Big University=Big Parties. Lots of beer and good mix with frats and other parties.

DE-
University of Delaware: the BEST party school I have encountered. Most of the kids at my high school say udel is their top choice citing parties as the #1 reason. You can party if you want, but definitely not forced into it. Stay away from frat parties. House parties are fun and have creative party themes.
People are very nice.

All of this is MY opinion. I know many will probably say different, but its just what I have encountered.
